In protocl terms, the President of the Bundestag is second in rank only to the Federal President, who is the head of state. In other words, he ranks higher than the Federal Chancellor and the president of the other constitutional bodies. Thies reflects the primacy of the legislature (the Bundestag) over the executive (the Federal Government.
The Preisident represents Parliament in the public domain. Within in the Bundestag, he and his deputies, together with the Cuncil of Elders, conduct the business of the Bundestag. He exercises proprietary and police power in the Bundestag, and together with his deputies, takes the key decisions on peronnel matters in the Bundestag Adminstration. He and his deputies are most visible in their role as Preisdents in the Chair during the BundestagsŽs plenary sittings. They must conduct the debattes fairly and impartially, ensure that the precise rules of debate are complied with and that matters are dealt with properly, and maintain order in the Bundestag.
In managing the internal affairs of the Bundestag, the Presidium is assisted by the Council of Elders, a steering body composed of the Presidium and other Members of the Bundestag, who are appointed by the parliamentary groups in Prportion to the number of seats held. Appointees are not the oldest or longest-serving Members ot the House, but always those with substantial parliamentary experience. The most important task of the Council of Elders which is also chaired by the Preisdent of the Bundestag- is to prepare the BundestagŽs work programme and set the agenda for the plenary sittings. It deals with, and seeks to find a solution to, contentious issues, relating to the dignity and rights of the Bundestag or the interpretation of the Rules of Procedure.
Form the outest, accommodating all the Members, committees and other bodies in the new Reichstag Building was ompossible. Their offices and meeting rooms are located in three new complexes in ther immedicate vicinity of the Reichstag Building. The parliamentary groups, however, already have a permanent home on the third floor (keynote colur grey) of the plenary building, above the president level. Their meeting rooms, boardrooms and ancillary areas are gouped around a spacious press lobby which can also be used for major receptions and other events.
The SPD and the CSU/CSU parliamentary groups hold their deliberations on the eastern side of the building, withe the Allicance 90/The Greens and the FDP on the western side. The rooms used by the Social Democrats, the Christian Democrats/Christian Social Union, the Greens and the Free Democrats each include one of the four corner towers of the Recihstag Building. With their rectangular form and high-drwan ceilings, these rooms are spacious and distinctive. On Tudesdays during weeks of sitting, when the parliamentary groups meet, this level temporarily becomes the focus of parliamentary activity.

Hab mal eben den Translator von Abacho damit gefüttert und da kamen ordentliche deutsche Sätze raus. Was er nicht findet, musst du halt selbst mal nachschlagen.
